@EL797 - the reason why is because the rule that one must leave a comment with a rating was introduced in late 2017. The level you found was published on the first day of this forum, i.e. way way way before the new rule. Good observation though!
That's the reason!? I used to think it's because the members deleted their comments after rating. But thanks for the info @nGord! You ask some interesting questions @EL797!

Some members (those of the "Senior Member" user group for example) do have the permission to delete their own comments. And knowing that you'll ask, Senior Members are promoted by an Administrator to that user group on a case by case basis. Usually this is based on their time in the forum (6 months +), contribution (supportive in general), and interest in helping tag level uploads. (It is not based at all on the Trophy/User Title Ladder system; it is based on a system of user forum privileges that exists behind the scenes that is rather boring and complicated, and is explained on a need to know condition).
@nGord Why does the delete button in the comment page only available for senior members? It is inconvenient for others to 'delete' the comments... I think everyone should have a delete button, at least for the well-knowns.
It is hoped that all members pay attention to what they post on this forum no matter the location. But sometimes mistakes happen and there is a good use for deletion. The reason that comments on levels are treated differently than posts in threads or on profiles is due to the Levels section (aka Media Gallery) being an extension of the Xenforo forum software. As an extension, it was not programmed in the same way. Specifically, those with Media Gallery delete permissions can permanently delete level comments. This could potentially be abused. It is for this reason that we've decided to limit it to only Senior Members. All other members can still edit their comments.
