Hello everyone, I'm "not really" back. Cause I'm 9th grade and near to National Exam, so I'm active in the forum Friday only.
Short answer is no, no there are no "rules," but we do follow some community guidelines such as 1. Do not rate until you have completed the level in the designer's intended way. If you have not, better to leave a comment. Also, if you can't finish it, then mentioning the problem is infinitely better than an inaccurate rating that may be because of a personal issue or some other factor beyond the creator's control.
2. You want the rating to have some meaning as a form of feedback to both the designer and other players. That is to say that 2.a. The rating should be a measure of quality of the level against the creator's other levels so that he/she can improve and 2.a. A measure of quality against other creators' levels so that this creator can understand what the audience wants. Bottom line, they can't all be fours and fives.

If it serves you something the advice of an old creator of levels of Mekorama: think of the player. You can have fun creating them a lot, but the gameplay has to be fun.
