Well, you're in luck! Metal stairs, corner pillars, and zappers with different orientations are accessible with Gepeto's webapp (see this thread). But the bad news is that they're a bit unstable (which is why they haven't been released yet), and the app isn't released yet.
Yea, you can technically rotate every single metal block... I think he wants for blocks like these ALWAYS be accessible...
