      No, the balls do not fall into the holes but it is none the less fairly easy for B to reach the win without using any balls. If this is the designed solution, the level is an enormous red herring.
      There is also a longer route, which has the effect that B can herd R into the building to release two balls that fill the holes in the red brick area. B can then go up to the win.
      This is a puzzling puzzle!
