I'm not sure that I agree with the others. I would have gone three and a half Stars so I'll round up to 4 since the others are at 3. I didn't look at it as unfinished. And I actually had to think about it for a couple of minutes because the game play steps were not what I was expected. But I'm not nearly as experienced as the others. I enjoyed the level and thought it was interesting.
