I managed to solve it without using the high parts or the balls. Spoiler: My way I stepped back off the P bot and fell onto the bit below where B starts. (Otherwise if B stays on the P bot all he does is go round and round.) From there I was able to move into the water and to the win block. I originally tried moving the P bot into the water but there was no need I think. I made a video to show what I mean. I'd like to know the intended solution as I couldn't figure it out... I figured it out! I hadn't spotted that B can cross over to the left. Then I had to get past the rotating blades - not easy - then I was able to push all the balls.
