This one is a tough one to call. I see it more as a bug, but I definitely see your point of view too. The reason for my sitting on the bug side of the fence is because I don't immediately see a way to apply it as a "mechanism" in a level. It is a quirky effect for sure though.
Yep -- it works simply with a detached eye inside the cube. Just make sure the bottom of the eye is detached from the block underneath

@Mike_CN I believe @Scare Crow is asking not how to solve the level, but how does the bug/exploit work? Why would stair blocks in the sky have that effect? How was the exploit created? Are there any other factors on which it is based? I.e.
